China Takes Decisive Steps Toward “Living With The Virus” To Fully Reopen To The Rest Of The World.
After the downgrade of COVID-19 to a Class B infectious disease and the removal of nucleic acid tests and centralized quarantine for inbound travelers, China has taken a decisive steps toward “living with the virus”.
The Overall Plan for Implementing Class B Infectious Disease Management for COVID-19 Infections released on Dec 26, 2022 by the National Health Commission declares the following changes to be applied starting from January 8, 2023:
no quarantine measures on COVID-10 infections
no identification of close contacts of COVID-19 infections
no high and low-risk areas will be delineated
adjustment of PRC tests to voluntary testing
adjustment the frequency and content of epidemic information release
Moreover, in order to improve the personnel exchange between China and abroad:
inbound travelers are no longer requested to apply for a health code from Chinese embassies or consulates, only a negative nucleic acid test from the last 48 hours will still be required.
nucleic acid tests and centralized quarantine for all inbound travelers will no longer be applied
Measures to control the number of international passenger flights, and the passenger load factor limit, will be lifted.
The entry and exit of passenger transport by water and land ports will be gradually resumed
At the same time, according to the Announcement of the Optimized Policies and Measures for Immigration Administration after the Downgrade of COVID-19 Management with Measures Against Class B Infectious Diseases which was released on Dec 27, 2022 by the China’s National Immigration Administration, China will optimize the immigration administration policies and measures for the mainland citizens and foreigners entering China.
In practice, starting from Jan 8, 2022:
passport issuance for Chinese mainland residents will be reassumed
normal visa services for foreigners will be reassumed: the acceptance and examination of foreigners’ applications for the extension, renewal, and re-issuance of ordinary visas, stay permits and residence permits
Port visas will be reassumed and the 24/72/144-hour visa-free transit policy, temporary entry permits will be reassumed in accordance with the law, and more.
With China resuming normal visas, port visas, and the 24/72/144-hour visa-free transit policy, after almost three years foreign nationals will travel to China much more conveniently. This is especially important news for foreigner investors willing to attend the trade shows, rebuild closer relationships in China or enter the China market, as well for those who want to travel to China for family visits of for tourism.
