The state government of Victoria is reviewing new minimum rental standards, focusing on energy efficiency and crucial safety updates. One significant proposed change involves the regulation of blind cords in rental properties. Currently, blinds installed after 2010 must have cords secured with a cleat or cord guide anchored to a wall. The new rules would require all blind cords in rental homes, regardless of when they were installed, to meet these modern safety standards starting from October 30, 2025, with no exceptions.


Until then, renters are allowed to install cord anchors without their landlord's consent, as per the rental reforms introduced in 2021. Additionally, free safety kits to modify older blinds are available through Consumer Affairs Victoria.


This reform effort has been driven by Kerrie Shearer, whose grandson Lincoln tragically died after becoming entangled in a blind cord in a rental property. Gabrielle Williams, the Victorian Minister for Consumer Affairs, emphasized the necessity of these changes to prevent further accidents, asserting that even one death is unacceptable and that children's safety must be a priority. Melanie Courtney, CEO of Kidsafe Victoria, also supported the reform, highlighting its importance in protecting children and preventing similar tragedies in the future.
